The Perfect CEO

Case Study: Finding the Perfect CEO for a Landmark Bi-National Infrastructure Project
Finding the Perfect CEO for a Landmark Bi-National Infrastructure Project

A key client overseeing a major bi-national project in Southern Africa, approached Mindworx during a critical leadership transition. The organisation required a visionary CEO capable of driving strategic transformation, managing complex stakeholder environments, and delivering on demanding regulatory and sustainability targets.

The brief was exceptionally challenging. While stakeholders were united on the need for a high-impact leader, subtle differences emerged in their expectations of the ideal candidate. The search was further complicated by affiliation protocols, which excluded nationals from either of the two participating countries, significantly narrowing the eligible talent pool. From the outset, we recognised that identifying the right individual would require deep sector expertise, diplomatic sensitivity, and regional agility.

To address this challenge, we began by engaging key stakeholders to refine and clarify the leadership profile, balancing the need for strategic vision with strong operational oversight and regional neutrality. We then launched a focused, regionally sensitive search strategy across the broader Southern African Development Community (SADC) region.

Our research targeted executives in water and energy utilities, engineering and Environmental, Social and Governance (ESG) consultancies, regional regulatory bodies, and multinational infrastructure firms. Leveraging our proprietary networks alongside targeted market mapping, we identified over 40 potential candidates.

Shortlisted individuals were rigorously assessed through a blend of behavioural and competency-based interviews, psychometric evaluations, and 360-degree feedback. We also conducted comprehensive referencing to verify each candidate’s track record and ensure compatibility on reputation and values. Throughout the process, we maintained open, transparent communication with the client, ensuring trust and alignment at every stage.

Three finalists were presented to the board. The appointed candidate brought senior leadership experience from a global water infrastructure firm, extensive knowledge of regulatory and ESG frameworks, and a proven record of leading strategic transformation in complex environments. We supported final negotiations and designed a structured onboarding programme, including a detailed 100-day roadmap to ensure a smooth and impactful transition.

The outcome was exceptional. The search was completed within 12 weeks, with 50% of the longlist comprising candidates from underrepresented groups. The client rated the process and its outcome 9.5 out of 10. Within six months of their appointment, the new CEO had launched a strategic turnaround plan, strengthened internal cohesion, and built greater confidence among regional stakeholders.

This case study demonstrates our ability to deliver high-stakes leadership solutions in complex, multi-stakeholder environments. Through precision, insight, and cross-border expertise, we enabled our client to secure not just a CEO, but a catalyst for long-term impact.
